Is Gambling Legal in Turkey? Casinos, Online Play and the Law

Turkey is a large, young and digitally connected market, yet it is one of the most restrictive gambling jurisdictions in the world. Casinos have been shut for more than a quarter of a century, online casino play is illegal, and the only lawful betting runs through state-controlled channels. Here is how the country got there and what the rules mean for anyone working in iGaming.

The short answer: both are banned

No private casino can operate legally in Turkey, whether it has a gaming floor or a website. Article 228 of the Turkish Criminal Code makes it an offence to provide a place or an opportunity for gambling, and the authorities enforce it: illegal venues are raided on a regular basis and their organisers face prison sentences. There is no licence a casino operator can apply for to serve Turkish residents.

How the casino ban came about

Casinos were a legal part of Turkish tourism and nightlife in the early 1990s. The mood changed in 1996, when Ömer Lütfü Topal, the businessman known as the country's "casino king", was murdered. In December of the same year parliament voted to close the sector, and the ban came into force in February 1998 after a transition period of about 14 months.

The decision had a price. When the doors closed, casinos were contributing roughly $1 billion a year to the state budget and employed around 20,000 people.

Online casinos: illegal and actively blocked

As gambling moved online in the 2000s, lawmakers closed that door too. Online casinos were brought explicitly within the ban in 2007, and the internet law passed that year (Law No. 5651) allows the authorities to block websites that offer gambling. Blocking orders against unlicensed gambling domains have been routine ever since.

Enforcement does not stop every player. Some offshore sites still accept Turkish customers and pay them out through bank cards, e-wallets and cryptocurrency. Most international brands, however, detect a visitor's location and refuse access from Turkey. For a regulated business, accepting Turkish players means operating without any legal basis, with the payment, legal and reputational risk that brings.

Legal gambling in Turkey is limited to products run under state control:

  • Lottery games of the national lottery, Milli Piyango.
  • Sports betting through the state-licensed İddaa system.
  • Horse-race betting organised by the Jockey Club of Turkey.

The few venues with an official gambling-related status offer only these approved products, such as race betting and state lottery tickets, not slots or table games. Rumours of roulette tables in luxury hotels appear on player forums from time to time, and the hotels concerned are usually quick to deny them in public.

Northern Cyprus fills the gap

Casinos operate legally in Northern Cyprus, where Article 228 of the Turkish Criminal Code does not apply. Its casino resorts attract a steady flow of visitors from the mainland, a clear sign of how much demand the domestic ban leaves unserved.

Could the law change?

Every few years reports suggest that parliament might reopen casinos, usually to boost tourism. So far none of these proposals has become law. The economic argument is real, but until the legal framework changes, there is no route for casino games, online or land-based, in Turkey.

What the ban means for operators

  • Treat Turkey as a closed market. Do not target Turkish players, and set up geo-blocking and payment filters to match.
  • Plan around licensable markets. Build your launch on jurisdictions with a clear licence route; our licensing guides cover ten of them.
