Who grants the licence and what it covers

How to apply through SIGAP
- Prepare the file. Gather evidence of legal standing, tax compliance, good reputation, financial capacity and technical qualification. Documents from several jurisdictions take time to collect, so starting early can save months.
- Submit electronically. Forms and supporting documents go to SPA/MF through SIGAP and must be signed with accepted digital credentials.
- Answer queries. SPA/MF reviews the request within up to 150 days and can ask for more documents if anything is missing or unclear.
- Complete the grant. After approval, the operator has 30 days to pay the BRL 30 million fee, upload the payment receipt and provide the remaining documents.
